Andre oversees all youth workforce development programming at the NYC Department of Youth and Community Development (DYCD). He currently manages approximately $120 million in annual public and private funding that support employment, internship, training and high school drop-out prevention services for NYC youth including the operations of the nation’s largest summer jobs program. Andre joined DYCD in 2008 as the Deputy Director of the Summer Youth Employment Program (SYEP) and was promoted to be the Director of that program in 2010. Andre has been instrumental in the continuous enhancement of SYEP, including the 2013 program redesign and the development of numerous strategic partnerships that enrich the program experience for participating youth.

Prior to joining DYCD, he was a Policy Analyst for the Office of the Brooklyn Borough President, where he served as a direct liaison to elected officials, community-based organizations, government agencies, and constituents. He played a lead role in developing needs assessments strategies and conducting research targeting social, health, and economic development issues specifically affecting Brooklyn youth. His direct service experience included being the Program Coordinator for Project Reach Youth where he promoted youth access to career and higher education opportunities through job fairs, college workshops, and work readiness training. Andre graduated from the City University of New York at Brooklyn College in 2005 with his BA in Political Science and in 2009 with his MA in Political Science, Urban Policy and Administration.
